Four of Luffy's top six cards are manga art printings, and they're the ones with real graded markets.
The Alternate Art Manga OP05-119 from Awakening of the New Era is the headline. It trades at $8,405.00 raw, $8,105.00 in a PSA 9 and $15,692.31 in a PSA 10.
That PSA 9 figure is worth pausing on. It sits below the raw price, which means the market treats a 9 as a worse outcome than not grading at all. On a card this expensive, buyers want perfect or nothing.
The Red Manga OP13-118 from Carrying on His Will actually beats it on raw price at $8,955.18, but has no recorded PSA 10 sale yet.
There's also a Premium Booster reprint of OP05-119 at $3,227.05, roughly 38% of the original. If you're buying, check which version a listing means, because the gap is over $5,000.
The brand collaborations
This is where One Piece does something no other major card game does.
Luffy has appeared on cards made with real-world brands:

SP stands for Special, and these are among the hardest pulls in their respective products. Neither has a recorded PSA 10 comp, which is typical for very scarce cards where few copies have been submitted.
That makes them the least liquid cards in the table. High headline prices, very thin trading.
Where the affordable Luffys are
If you want a Luffy card without four-figure spending, the bottom of the table is the answer.
The base OP17-093 costs $3.97. Its Alternate Art version costs $34.00, and the Alternate Art OP13-118 costs $70.31 with an $82.50 PSA 10.
